A person operating a business in Anguilla generally needs a Business Licence under the Licensing of Businesses Act, 2021. The practical route begins with the Commerce Unit, which vets the application and coordinates the Business Licensing Board process. Once approval is granted, the applicant completes the IRD registration/payment step and obtains the licence certificate.

What to prepare before filing

  • Passport/identity information for the applicant or owners.
  • A current Tax Clearance Certificate / Certificate of Good Standing from Inland Revenue.
  • An outline business plan and financial information appropriate to the activity.
  • Proof of Anguillian status, or the additional documents required for a non-Anguillian applicant.
  • Premises, planning, health, professional qualification or other sector approvals where the activity requires them.

First-time applicants and tax clearance

The tax-clearance document is obtained from Inland Revenue before the Commerce application. This is separate from the later IRD step after licence approval, when the business completes the required registration/payment process and receives the licence certificate.

How long can it take?

Government guidance indicates that straightforward applications can be completed in a few days, while some applications may take around eight weeks or longer depending on the activity, ownership and supporting approvals. Treat this as an indicative range, not a guaranteed service standard.

Annual renewal

A licence expires on 31 December. The annual renewal process is then completed within the statutory/IRD renewal window for the new licence year. For the 2026 licence year, IRD published a 31 January renewal deadline. Do not assume the previous year's licence remains valid simply because the renewal window extends into January.
